Central Florida tap water is hard to very hard throughout the region because the entire area draws from the Upper Floridan Aquifer, a porous limestone formation that dissolves calcium and magnesium into groundwater over years of underground contact. Hardness is determined by your water utility and service zone, not your individual street address, so the most reliable approach is to identify your utility and read its annual Consumer Confidence Report. Toho Water Authority, serving most of Kissimmee and Osceola County, documents hardness in the range of 12 to 22 grains per gallon at the tap. What is water hardness and how is it measured?

Water hardness measures the concentration of dissolved calcium and magnesium in your water supply. It is expressed in grains per gallon (GPG) or milligrams per liter as calcium carbonate (mg/L as CaCO3). The conversion between the two units is 1 GPG equals 17.1 mg/L. Most residential water softeners are sized in grains per gallon, so GPG is the more practical unit for homeowners choosing equipment.

The U.S. Geological Survey classifies water hardness on a four-tier scale: soft is 0 to 3.5 GPG; moderately hard is 3.5 to 7 GPG; hard is 7 to 10.5 GPG; very hard is above 10.5 GPG. The USGS water hardness reference at water.usgs.gov places most of Florida in the hard or very hard tier on the national map. Every major Central Florida utility falls into one of those two categories. None of the municipal water sources serving Kissimmee, Orlando, or the surrounding suburban communities deliver soft or moderately hard water from the Floridan Aquifer without downstream treatment.

Hardness is not a health-based water quality parameter. The U.S. Environmental Protection Agency does not regulate hardness because elevated calcium and magnesium concentrations at Central Florida levels do not pose a health risk. Why does Central Florida have hard water?

Central Florida's hard water is a direct product of the Floridan Aquifer System, the region's primary groundwater source. The Floridan Aquifer is a thick sequence of porous limestone and dolomite rock underlying approximately 100,000 square miles across Florida, Georgia, Alabama, and South Carolina. In Central Florida, the Upper Floridan Aquifer supplies nearly all major municipal water systems and most private wells.

The chemistry is well established. Rainwater absorbs carbon dioxide from the atmosphere and from decaying organic matter in soil, forming weak carbonic acid. That slightly acidic water percolates into the aquifer through recharge zones, where it contacts porous limestone and dissolves calcium carbonate. By the time that groundwater reaches a utility wellfield or private well, it has been in contact with limestone for years or decades and carries a substantial dissolved calcium load. Some utilities apply treatment that partially reduces hardness before distribution. OUC operates a reverse osmosis plant at its Southern Water Treatment Facility, producing low-mineral permeate that is blended with conventionally treated Floridan Aquifer water before reaching customers. This blending reduces hardness below raw aquifer levels at some OUC service addresses. Most utility treatment is focused on microbiological safety through disinfection with chlorine or chloramines, not hardness reduction.

Water hardness by utility: what the Consumer Confidence Reports show by ZIP code

The most accurate source of hardness data for a Central Florida address is the annual Consumer Confidence Report (CCR) published by the serving utility. Federal law under the Safe Drinking Water Act requires every community water system to publish a CCR annually and make it available to customers. The CCR documents every parameter tested, the measured level, and the applicable regulatory limit. Hardness data in CCRs is typically reported in milligrams per liter as CaCO3. Toho Water Authority serves Kissimmee and the surrounding Osceola County communities including St. Cloud, Poinciana, Celebration, Hunters Creek, and Buenaventura Lakes. ZIP codes within the Toho service area include 34741, 34743, 34744, 34745, 34746, 34747, 34769, 34771, 34772, and 34773, among others. OUC serves central Orlando and a broad swath of surrounding Orange County, including Winter Park and communities in the 32801, 32803, 32806, 32809, 32811, 32812, 32818, 32821, 32822, 32824, 32825, 32826, 32827, 32828, 32829, 32835, and 32839 ZIP codes, among others. Service addresses receiving blended RO permeate from the Southern Water Treatment Facility can run lower than the distribution average, while addresses on conventional Floridan Aquifer treatment run at the higher end of the reported range.

Orange County Utilities: Unincorporated Orange County, Pine Castle, Windermere, portions of Winter Garden and Ocoee

Orange County Utilities serves unincorporated Orange County communities including Pine Castle, Hunters Creek, and portions of Winter Garden and Ocoee, covering ZIP codes including 32712, 32751, 32789, 32792, 32809, 32819, 32836, and portions of other ZIP codes in western and southern Orange County. OCU draws from the Floridan Aquifer and field tests at OCU-served addresses return hardness in the 8 to 14 GPG range. Communities in the southern portions of the service area tend toward the higher end of this range based on local aquifer geology. City of Apopka, Lake County, Volusia County, and outer suburban communities

Communities on the northern and western edges of the metro area, including Apopka, Leesburg, Mount Dora, Clermont, and Deltona, are served by municipal utilities that draw from the Floridan Aquifer. What about private wells in Central Florida?

A significant portion of Central Florida homes, particularly in rural Osceola County, southern Orange County, Polk County, and the outer Lake and Volusia County areas, draw from private wells rather than municipal service. Private well water in Central Florida draws directly from the Floridan Aquifer or from the shallower surficial aquifer. Floridan Aquifer wells in the Central Florida region typically produce water in the 10 to 25 GPG hardness range, consistent with the same geology that supplies the utilities above.

Private well water is not regulated by the Safe Drinking Water Act, which applies only to public water systems. There is no CCR for a private well. The Florida Department of Environmental Protection recommends annual well water testing and provides guidance at floridadep.gov. What are the signs of hard water at home?

Hard water leaves visible and measurable evidence throughout a home. If you are on Central Florida hard water at 10 GPG or above, you are likely seeing these symptoms regardless of whether you are in Kissimmee, Orlando, Winter Park, or any of the outer suburban communities.

White scale on faucets and showerheads. The white or gray crust around faucet bases, showerhead nozzles, and the waterline inside your toilet bowl is calcium carbonate left behind as water evaporates. Inside faucet aerators and showerhead jets, scale narrows the openings over time and reduces flow at the fixture. This is cumulative: a showerhead that was new two years ago can lose significant flow rate to scale buildup before most homeowners notice. Spots on dishes and film on shower glass. Hard water spots on dishes are dried mineral deposits from rinse water. Shower glass develops a film from calcium and magnesium that bonds to the surface during repeated wetting and drying cycles. Inside the dishwasher, the same mineral load is scaling spray arm jets, the heating element, and interior components where the damage is not visible until performance degrades or a service call is needed.

Water heater noise and premature failure. The popping or rumbling sound from a water heater is steam forming under calcium carbonate sediment at the tank bottom. That sediment insulates the water from the heat source, forcing the burner or element to work harder and run hotter than designed. Instead, they alter the physical form of calcium carbonate so it tends to deposit less aggressively on surfaces. The CCR will include hardness data, typically as milligrams per liter as CaCO3. Divide by 17.1 to convert to GPG.
