A water conditioner is a broader category. The most technically credible salt free conditioners use Template Assisted Crystallization (TAC) or Nucleation Assisted Crystallization (NAC) to change the physical form of dissolved hardness minerals without removing them. When the water passes through or across the TAC or NAC media, dissolved calcium and magnesium crystallize into tiny suspended particles (a few microns in diameter) that flow through the plumbing instead of depositing as calcite scale on pipe walls, heater elements, and fixture surfaces. The water still contains the same total amount of calcium and magnesium after a TAC system. Its TDS reading does not drop. A hardness test still reads at the original grains per gallon. Only the form has changed.
The distinction is real and matters when you are shopping. Marketing terms like "salt free softener," "no salt softener," "electronic softener," and "magnetic softener" are all applied to devices that are not actually water softeners by the Water Quality Association definition. A softener removes hardness. A conditioner (TAC or otherwise) changes hardness mineral behavior without removing them.
Does a salt free water conditioner actually soften water?
No. A salt free water conditioner does not produce soft water. The water after a TAC system still measures at its original hardness by grains per gallon. Soap does not lather measurably better with conditioned water than with untreated hard water because the dissolved calcium and magnesium that react with soap and reduce lather are still present in the water. Laundry does not feel softer or last longer. Skin and hair after a TAC conditioned shower feel the same as after an untreated hard water shower.

The marketing language around "salt free softeners" conflates scale reduction with the full suite of water softening outcomes. Some of the marketing in the Florida market is genuinely misleading on this point. A credible water treatment company should explain the difference before selling you either system.

Central Florida draws from the Floridan Aquifer, which the USGS classifies as very hard across most of the region (above 180 mg/L as CaCO3, or above 10.5 grains per gallon). What are the pros and cons of a water softener in Florida?
Pros: Complete hardness removal regardless of inlet concentration. Dramatically improved soap lather at every sink and shower. Softer laundry that lasts longer. Better skin and hair feel. Water heater efficiency protection. Dishwasher scale elimination and cleaner glassware. Most water heater and dishwasher warranties require water below 3 grains per gallon for full warranty coverage, and a softener delivers that.
Cons: Salt cost ($5 to $15 per month depending on household size and hardness). Brine discharge to drain during regeneration (some Florida HOAs and municipalities restrict softener brine discharge in the wastewater system). Which is more cost effective in Central Florida long term?
The answer depends on which outcomes you are paying for. If your only goal is scale reduction at appliances and plumbing, a TAC conditioner has a lower long term total cost because there is no salt to buy. Installed cost is comparable ($1,200 to $2,800 for TAC versus $1,800 to $3,800 for a metered demand softener). What about magnetic water conditioners and electronic descalers?
Magnetic water conditioners and electronic descalers claim to treat water using electromagnetic fields that pass through the pipe wall without any media contact with the water itself. The scientific support for these claims is weak. The USGS, EPA, and Water Quality Association have not recognized magnetic or electronic descaling as proven water treatment methods. How to choose between a water softener and a conditioner for your Florida home
Start with a real water test. Know your hardness in grains per gallon before committing to either system.
